Watershed Management Plan (9 Element Plan)

A stormwater engineering study to control sediment and nutrient runoff that contributes to algae blooms and weed growth was developed in 2019. TO HELP IMPLEMENT THE INITIATIVES OF THE STORMWATER STUDY, AND TO IMPROVE GRANT FUNDING OPPORTUNITIES, THE TLPF began DEVELOPING A NINE-ELEMENT WATERSHED PLAN (9E PLAN) TO BE APPROVED BY THE NEW YORK STATE DEPARTMENT OF ENVIRONMENTAL CONSERVATION (NYSDEC). AN APPROVED 9E PLAN IS DEVELOPED TO RESTORE AND PROTECT SURFACE WATER RESOURCES IMPACTED BY NONPOINT SOURCE (STORMWATER) POLLUTION. THE PURPOSE OF THE 9E PLAN IS TO EXPAND ON PRIOR LAKE STUDIES THROUGH 1) IDENTIFICATION OF WATER QUALITY CONCERNS; 2) DEVELOPMENT OF WATER QUALITY GOALS; 3) IDENTIFICATION OF BEST MANAGEMENT PRACTICES (BMPS) NEEDED TO ACHIEVE WATER QUALITY GOALS; AND 4) IMPLEMENTATION OF A STRATEGY TO SECURE FUNDING FOR BMP IMPLEMENTATION. THE TLPF HAS CONTRACTED WITH BARTON & LOGUIDICE D.P.C., ECOLOGIC L.L.C., AND THE UPSTATE FRESHWATER INSTITUTE TO FULFILL THE REQUIREMENTS FOR AN APPROVED 9E PLAN.

  • Community Open House & Information Session - Tuesday, July 16, 2024

    • Tuesday, July 16, 2024 from 6 - 9 PM at The Boathouse, 1 Boathouse Ln, DeRuyter, NY

    • A well attended informal Community Open House and Information Session to celebrate the final approval of our 9E Watershed Management Plan and to share future TLPF plans! Attendees had the opportunity to chat with the TLPF Board Members about the status of our 9 Element Plan, about our partnerships with various individuals and organizations on grant applications and watershed runoff projects, and information on a variety of other activities. A good time was had by all!

  • November 2023 status update - Draft 9E plan and associated ancillary documents have been submitted and minor updates have been completed. All documents are currently under review by the various appropriate departments within the NY DEC.

  • August 2024 status update - APPROVED !!! After almost two years and countless hours working with Barton & Loguidice Engineers, Upstate Soil and Water Institute, Anchor QEA, CNY Regional Planning and Development Board, and the DEC, we are delighted to announce that our 9E Plan has been officially approved by the NYS DEC! The 63- page  document  is a comprehensive look at our lake and its entire watershed, erosion issues that produce excess nutrients and weed growth, and recommendations for improvement.
